Do artifacts work if they are tapped?
From the Revised rulebook: « If an artifact becomes tapped you may not use it again until it is untapped, even if it does not normally tap. Even continuous effects of the artifact cease until it is untapped. »

Which artifacts turn off when tapped? No, tapping an artifact doesn’t do anything (anymore). Tapping an enchantment does nothing. There was a time (until 6th edition rules IIRC) when you could tap artifacts with a passive or triggered ability which then was switched off.

You’re allowed to tap any artifact for it. Any permanent can become tapped, given the right combination of other cards, even enchantments (You’re right that you normally cannot just tap a Howling Mine because you want to.)

Does Howling Mine work if tapped? And Continuous Artifacts don’t have activated abilities, however their abilities stop working when they are tapped. Howling Mine was printed in Alpha as a Continuous Artifact, so its static ability didn’t have an effect if it was tapped.

Can you tap a creature in response to it being tapped?
You can’t respond to « being tapped »; you can only respond to spells being cast and abilities being activated or triggered. And that’s what you have here.
Is untap affected by summoning sickness?
You can untap it but it will not remove summoning sickness. While summoning sickness prevents your creature from using any tap abilities or attacking a creature with summoning sickness is not tapped when it enters the battlefield, it can still block on your opponent’s turn.
Can you target an untapped creature with spinal embrace? Yes, you can. The « untap it » part will just not happen, and then the spell will continue to resolve. If it needed the creature to be tapped for it to be a legal target, it would say so: « Gain control of target tapped creature ».
Does untap require haste?
No it won’t. Haste means your creature is unaffected by summoning sickness and can tap the turn it comes into play. It does not untap your creature. Nothing on the Mage ability tells you to untap the creature.
Is a tapped creature an illegal target? Yes. The target restriction is just « target permanent »/ »target creature », no spcification that it has to be untapped. Therefore any permanent/creature is a legal choice as target. The ability/spell will simply ignore the impossible instruction of tapping the permanent and do as much as possible when it resolves.
Can mind games target a tapped land?
No. For two reasons: 1) Tapping in this case is the cost of an ability, and you cannot respond while a player is paying costs. 2) Tapping lands for mana is a mana ability, and does not use the stack, thus you can’t respond to it.
Can tapped Creatures be attacked? Tapped creatures cannot attack (even if they have vigilance) but they can still fight. Similarly, note that if the creature was untapped, fighting does not cause it to tap (unless the fight spell or ability says so).
